We therefore come together to promote the efficiencies of the private sector in providing leasehold facilities that best serve the interests of government agencies, their employees, and their communities.

The Government Building Owners & Lessors Association (GBOLA) was formed in early 1994.  GBOLA currently represents landlords who lease 2,381,208 square feet of office space and over 207,264 square feet of warehouse space to the state of Washington, and more than 25 sub-contractor firms who, together with the landlords, serve the needs of customer agencies.  

Working for the landlords who lease to the state of Washington, GBOLA committee members . . . 

bullet

participate in the legislative process by monitoring proposed legislation that affects the state's use of office and warehouse space; 

bullet

meet no less than monthly with representatives from the Department of General Administration's Division of Property Development and tenant agencies so we can work together to review policies and procedures and resolve any problems in a constructive manner;  

bullet

monitor the start of any new building project by the state to ensure that the proper guidelines and criteria are used prior to the approval of any project, regardless of its financing and management, as recommended by the Legislative Budget Committee;  

bullet

will continue to discuss with the Department of General Administration the need to improve the five-year flat rate lease; to provide for operating expense recovery; removal of special tenant improvements upon the agency's move-out; and withholding of rent for prevailing wage projects.  In addition, we are now working with the Department on information when advertising and process they use when evaluating solicitation responses; as well as issues pertaining to JLARC, Energy, and Special Priority Leasing (SPL).
